There are therefore reasonable grounds to suspect OMURBEKOV is an involved person by reason of being responsible for, engaging in, providing support for, or promoting policies or actions which destabilise Ukraine or undermine or threaten the territorial integrity, sovereignty or independence of Ukraine.
