He is currently the Deputy Secretary of the Party Committee of XUAR and previously held the role of Secretary of the Political and Legal Affairs Committee for the XUAR. In these positions, he has been and remains responsible for the administration of China's so called "re-education" policy in the XUAR and therefore he has been and remains responsible for serious violations of the right not to be subject to torture or cruel, inhuman or degrading treatment or punishment that have taken place in so called "training centres".
